This matrix has been designed to provide guidance on the assignment of responsibilities across campus functions, as they relate to the lifecycle of an award. It does not include an exhaustive list of all campus business practices and it does not replace applicable departmental policies and procedures. The normal business practices of the individual campus functions should be followed. However, it can be used as a guide for identifying Owners (O) and Contributors (C) of award management responsibilities. This is a “live” document that may be updated by ORED on a regular basis as our policies and procedures may be altered or created. Please contact the Rutgers IRB Reliance Administrator at IRBRelianceAdmin@ored.rutgers.edu at least five (5) to six (6) weeks prior to the due date of the proposal to obtain additional information regarding the process of determining who will be IRB of record and how to properly include IRB fees in your budget. Effective immediately, Rutgers, as a potential Subawardee to any and all proposals, is not obligated to complete the long Subrecipient Commitment form provided by the Pass Through Entity (PTE). This template may be used when there is need for a more complex budget preparation/estimation that will calculate F&A across fiscal years and/or if cost sharing is a component of the project.
